What is the Conference?
The Junior Leader Training Conference is a seven day outdoor
experience for boy leaders in support of the Scoutmaster's responsibility for the training
of Troop Junior Leaders.
What is its purpose?
Scouting recognizes that Scoutmasters have the responsibility of
training their own junior leaders. The purpose of the JLTC is not to assume that role, but
to support it. The objectives of the conference are:
- To give participants the confidence and knowledge to run the troop
program.
- To give participants a basic knowledge of the eleven skills of
leadership and help them relate these skills to their troop responsibilities.
- To give participants the opportunity to share ideas and experience
with Scouts from other troops.
- To create an atmosphere where Scouts will experience Scouting at it's
best
- To enhance the relationship between the participant and his
Scoutmaster.
- To have fun.
Letter to the Scoutmaster
and Troop Committee Chair
Training of youth leaders in your troop is important to help both
the individual Scout and the troop grow. The Boy Scouts of America has developed a
weeklong training experience that has proven very valuable in the training of troop
leaders. In Dan Beard Council, this program has been called Brownsea and Baden Powell
Camp. This year it is being revised and, for now, will be referred to as the JLT
Conference (JLTC). Your troop is invited to participate.
Junior Leader Training will stress two areas of benefit to your
troop. The first is Scoutcraft skills with emphasis on learning new skills and how they
can be passed on to other members of the troop and patrol. The second is the skills of
leadership that will make the troop leader more effective in his job.
This packet contains details of the course and a reservation form
for your troop. I urge you to read this information carefully. It is your responsibility
to become familiar with the dates and deadlines. ALL DEADLINES ARE FINAL. There is much
work in preparing this course and your timely cooperation is appreciated. Last year the
course was filled, and there were names on a waiting list. I fully expect to have more
applications than we have positions available this year.
This is a great opportunity for the troops in our council because
this experience will make a positive impact in the lives of the Scouts who participate.
Please discuss JLTC with your troop committee and troop leaders as soon as possible. Many
units offer partial or full scholarships for their Scouts.

APPLICATION PROCESS
A reservation form is included in this packet. To secure your
troop's position on the course, your form must be returned by March 1? and be one of the
first 96 received. All reservations will be dated when received in the scout office. A
$75.00 deposit must be included with the reservation form to be accepted. You may list
alternate Scouts to attend, but you need not make a deposit for that alternate until he is
accepted. This deposit is fully refundable if the course is filled or if your candidate
does not meet the requirements for taking the course.
By March 15?, written confirmation of Troop reservation will be
mailed to the listed Scoutmaster. An application, and medical form will also be forwarded
to you for your scout(s). The Scout(s) application must be completed and returned to the
Scout Office prior to April 12?. It must be signed by the applicant, a parent or legal
guardian, and his Scoutmaster.
By May 3? the Scoutmaster will be notified of the acceptance of your
scout(s). The staff reserves the right to accept or reject an applicant based on the
application submitted. If the applicant is not accepted, you will be allowed to select
another Scout or discuss the merits of your first choice.
In Late May, all accepted Scouts, their parents, and Scoutmaster
attend an orientation meeting. This meeting is very important to the success of the
course. One course will meet on the first night and the second course will meet on the
following evening. If a Scout and his parents cannot attend their course meeting, they may
attend the other. Please notify the Course Scoutmaster if this is the case. Medical forms
should be mailed to the scout office and all fees paid before this meeting.
DEADLINES
The JLTC staff is in operation year-round preparing for this
program. We have many deadlines to meet to order materials, food, and equipment and
prepare the boy-led staff. We ask your cooperation in helping us meet our deadlines. We
have also established a set of deadlines that you must meet. In order to make our
preparations flow smoothly, there will be no exceptions to these established deadlines.

COURSES
Two courses will be held. The first course will be June
11-17 and
the second course will be August 6-12. Both will be held at Dan Beard Reservation, Upper
Craig. Each course will have 48 Scouts. A total of 96 positions are available.
SCOUTMASTER'S ROLE
The role of the Scoutmaster in the success of this program cannot be
over emphasized. First, the Scoutmaster must learn how the program can hel p p the troop.
Next, the Scoutmaster must make a careful selection of the scout who will participate. The
Scoutmaster should attend the orientation meeting in May and be available to bring the
Scout to camp in June if necessary.
He/She should be willing to attend the Scoutmaster's meeting on
Thursday evening of the course to better understand what the Scout is experiencing at
JLTC. The Scoutmaster is also encouraged to be in camp for the closing ceremony on
Saturday. Finally, and most important, the Scoutmaster must support the JLTC trained Scout
as he puts his new found knowledge into action back in the home troop.
This course is intended to strengthen the relationship between a
Scoutmaster and the boy leaders. It is not a substitute for training that a Scoutmaster
will give the boy leaders - which is the type of training that will continue long after
this course has ended.
MINIMUM REQUIREMENTS FOR THE
COURSE
The minimum requirements have been established by the Council
Training Committee to allow all Scouts the opportunity to derive the most benefit from
this course:
- Be at least 13 years old by the start of the course.
- Be at least a First Class Scout.
- Have completed Troop Introduction to Leadership and Troop Junior
Leader Training from Chapter 5 of the Scoutmaster's Handbook.
- Have at least 1 long-term camping experience.
ADDITIONAL RECOMMENDATIONS
While an applicant does not have to fulfill these recommendations,
the Training Committee feels these steps should be considered when selecting your
applicant:
- Not older than 16 years by the start of the course.
- Potential to serve Troop as SPL or ASPL.
Our experience shows that scouts aged 13-15 gain the most from this
course and are more likely to remain with the troop for a longer period, thus enabling the
troop to gain the most from your representative attending the JLT Conference. This course
should be a training experience for your potential leaders rather than an award for senior
Scouts.
FEES
The course fee for each participant will be $145.00.
This will cover the cost of food, camp facilities, equipment, insurance, training
material, and recognition items. In
Troop 6 the troop treasury pays all but $50 of the fee.
A deposit of $75.00 is required when the reservation is sent. The
balance is due prior to the May orientation meeting. The Council refund policy is in
effect.
EQUIPMENT
An equipment list will be provided to each Scout with your letter of
acceptance to attend the course. Most Scouts participating in an active Troop outdoor
program should have the necessary equipment. A complete summer uniform is required and two
shirts are recommended. |
